Water whooshing sound

Hi, we’ve had a new boiler and new Tado valves fitted. In some radiators, especially those if it’s just that you me radiator on, the water can be heard whooshing into the radiator. The pump has already been turned down to 70% and can’t be adjusted lower apparently (Ideal Vogue). Can anyone advise how to prevent the whooshing sound?

    Have the radiators been bled?

    Yes, as part of the new installation and during balancing they have all been bled several times.
