Tado Balance with an electric boiler

Hi,

I would like the functionality of using the cost forecast of Octopus Agile for overheating my apartment prior to a high cost period. These seems to be the functionality of Tado Balance for heat pumps. However, I have an electric boiler. Would the Tado Balance service work with an electric boiler instead of a heat pump ? If not, what is special about a heat pump ?
