Can Tado TRV be set to not demand heat, but still turn off when temperature reached?

For good but unimportant reasons, my ideal is to have Tado TRVs on nearly all the radiators - but only want 2 or 3 radiators to be able to kickoff the boiler.

The other Tado TRVs I want open if the room is cooler, and close when temperature reached - but NOT start the boiler if the temperature in the room gets low and just wait for heat until a different TRV starts the boiler.

Is this possible??
