Hurricane Diesel Boiler - Boiler not turning off/on
Hello all, any help on how to get my expected behaviour would be greatly appreciated. Many thanks in advance!

Description
The heater is controlled by domestic hot water. The water is heated and flows through the pipe network. A motorised valve controls whether this water flows to the radiators or is routed to a hot water tank which heats our hot water.
The default behaviour for the boiler when no thermostat is present is to heat the hot water tank only with motorised valve in the off position.
The boiler control panel expects a non voltage contact so it just makes/breaks the circuit and carries no power.

Thermostat: Wired, Zone Controller, R01, HC02, HWX, EKX
Wiring: Potential Free Relay: Live -> COMM, Neural -> NO
Bridge: Paired and Connected
Extention Kit: Not currently used
Current Behaviour
Thermostat is successfully controlling the motorised valve on/off only. Which heats the radiators. However it requires the boiler to always fire.
Expected behaviour
Thermostat should control the motorised valve on/off and boiler firing on/off. This would allow the boiler to sit idle waiting for a call for heat from the thermostat.
