Smart TRV constantly opening and closing even when heating is set to off

I'm having a problem with my smart TRVs, they're constantly opening and then within a few seconds, closing again. This happens when they're set to heating and happens when the heat has and hasn't been reached yet and also happens when the heating is turned off.
It's obviously concerning for a number of reasons. I don't feel like the heating is working as it should, it has to be using more energy and batteries and it also makes a lot of noise.
Has anyone had this problem before and know what I could look into to stop it happening?
