Two heating scenarios - how smart Tado° is?

Would Tado° take a different approach to the way it heats your house in below two cases (without Early Start option enabled)?
- Outside temp: 3 °C, Partly Cloudy
- Outside temp: -3 °C , Snow

The Tado API appears to use 3 weather related variables: outside temp, weather conditions and solar intensity. In recent weeks the UK has had some particularly cold but sunny mornings and I can see that Tado is not coming in at full power to heat the home for the morning. There’s a slower approach to reaching the target temperature, I assume with an expectation that the sun is going to heat up the house. It’s not perfect, but there’s clearly an attempt to adapt how Tado works based on the weather outside.
