I don't work for Tado but it sounds like you have a standard single zone setup with multiple radiator TRVs.
With this setup if any Tado TRV or the (main) Tado Thermostat asks for heat the boiler will fire up. However if an individual TRV says - I am warm enough already that TRV will keep that radiator turned off. If you only have a single radiator in a room then effectively that room is turned off.
If you have a radiator without a Tado TRV then it will be fed heat when any other Tado device calls for heat.
I don't believe this setup absolutely requires the Extension kit. The Extension kit I believe gives you hot-water control, boiler diagnostics and modulated control. (The last two i.e. boiler diagnostics and modulated control require having a boiler that supports either OpenTherm or eBus protocols.)
