Radiator valve or second thermostat?

I have one thermostat installed at the moment in my living room, which is the coldest room in the house. As a result, the living room gets nice and warm but the upstairs in particular is like a sauna. I had considered installing smart radiator thermostats on all the commonly used radiators, but would I be best just having an upstairs thermostat and a downstairs thermostat to regulate heat more evenly through the house?

Hi,
It would be better to use at least one Smart Radiator Thermostat upstairs as it can then call for heat from the Smart Thermostat. It would be more cost-effective than a second Smart Thermostat as well.
