Controlling different radiator thermostats within same 'room'

My home has two heating circuits and I have replaced the two old thermostats with two wired Tado thermostats. I have also installed two Tado radiator thermostats on one of the circuits.

When I had the radiator thermostats in seperate 'rooms' on the app, I would call for heat on one of them, but the radiator would not get hot, but the app would say that it was heating.

Playing around, I have had to add the two radiator thermostats into one 'room' on the app along with the wall thermostat for that circuit, even though all devices are in seperate rooms in real life as I can't see another way of doing it.

All of the individual control has now gone, and I can only heat the entire zone or not at all and I can't, for instance, heat my office whilst remotely limiting the heat on the other radiator on the circuit via the app, as it's not shown as an individual device.

I think this should be technically possible but I just don't see how- I'm hoping someone can advise.
