Which part modulates, the thermostat or receiver

Just had a new boiler fitted and I bought a starter kit v3+ programmer with hot water control, (black edition) thinking it had the modulation facility, after delving through some much conflicting information and despite EE clearly stating on their website that it does, Tado confirmed that it does not and that I should order the EU version for combi boilers, however they only had it in white. So my question is, which part of the kit, the receiver or the thermostat actually modulates as I would like to keep the black thermostat that I already have and use it with the new EU receiver, if that's the part that actually modulates

    The hardware to modulate is in the eu wireless receiver and the smart thermostat so you can use either. There are no connections in the wireless temp sensor, which looks identical to the smart thermostat from the outside.
