Why does the temperature chart show different levels of boiler demand?

Why does the temperature chart show different levels of boiler demand? To my knowledge my boiler (Glow Worm Energy 25r) is either on or off.

    Id also like to see when its actually on or off. But I think tado uses some smarts taking in to account resident heat in the system. So when it needs eg "25%" power, it may open the valves but not trigger the boiler if the water in the system is still warm enough, but it would trigger at 25% if the water is deemed cold.

    This just me guessing based on watching the system work.
