Home temperature reading and actual temperature

Can anyone help. My Tado thermostat is set to heat at 24C. The temperature at the radiator is 19.1. The room temperature measured by a digital thermometer is 18.3 . Temperature offset is -0.8. Despite being set at 24C the room temperature will not go above 18.7
