Why is the heating constantly on?

The setup:

4 Smart tado TRVs in the house, and 4 dumb radiators.

The house has no other central thermostat

The problem:

The dumb radiators are ALWAYS on, even when all the Tado TRVs are switched off. If we switch them off using their valves, the boiler is still pumping as though something's calling for heat. The only way to turn everything off is to turn the heating switch on the boiler itself off.

I know Tado can't control the dumb radiators, but we want to be able to leave them "turned on" so they warm up when a smart radiator calls for heat but be cold when Tado is off.

The installation was done by an electrician, and we've had the whole thing checked by a heating engineer (who also serviced the boiler at the same time). He's stumped.

    A description of your system would help. E.g. boiler, Tado devices, valves (S or Y plan) and what controls you replaced with Tado. Some pictures of the wiring too.
    If it’s not worked properly since installation of Tado … first thoughts would be a wiring issue? Second would be a stuck zone valve? Third would be ‘boiler overrun’ that does not stop.
