If your boiler has an internal bypass valve or your plumber fitted an external bypass valve, then all radiators can have a TRV. In the absence of a bypass valve then one radiator has to be always open. The valves on the radiator don't need to be fully open. A lot of the new combi boilers have an internal valve.
