The system is replacing my current Potterton Programmer EP2002.
Central Heating start only when Hot Water is ON, else the Central Heating signal to the boiler does not kick start the boiler.

Any idea please?

    Should be a simple swap. Wiring probably not correct.

    The EP2002 is an old programmer which I believe did not allow the CH to be run independently? The CH would only turn on when the HW was on. Tado does have independent control of CH & HW, but only if your heating system is suitable. If this is true, then try changing the receiver configuration to Gravity Fed (blue LED).
