Using the tado° system

I live in a seven-year-old three-story townhouse.
I have an Ideal gas boiler (logic Heat 12) with a separate hot water tank. A Honeywell ST9400C controller and a wired analogue Honeywell thermostat, (possibly a T6360B). All but the hall, and two landing radiators are fitted with thermostatic valves.
The thermostat is in the downstairs hall and must be set above the room level the fire up the boiler. The temperature in the hall is not very relevant to the comfort level in the rest of the house, so the thermostat is mostly used as an on/off switch for the boiler. I find this situation less than perfect, and possibly costly.
Assuming I am happy to use my existing controller to take care of the hot water, I am thinking that the tado° V3+ Wired Smart Thermostat starter kit plus the smart radiator valves will meet my requirements. My question is, will this get around the situation mentioned above, i.e. can the temperature of the individual rooms be controlled regardless of the hall temperature and the setting of the tado° thermostat? If all the rooms are up to temperature will the boiler turn off?

Yes. Individual Tado TRVs can be set to call for heat independently of one another and a room stat. When one fires, all rooms will heat save those fitted with TRVs (dumb or smart) that are already above their own set point.
Boiler will switch off when all devices are satisfied.
Wireless temp sensor is potentially a worthwhile addition as it measures room temp rather than temp at rad so more accurate. Requires additional expense of course, so you can trial and error the TRVs first, to set them up so the room temp is right regardless of the temp set at the TRV.
Bear in mind you boiler will cycle more if you micro-zone. Eg if only one rad is open and calls for heat, the system is relatively small so return temp will be higher and boiler will cycle more.1
