Heating running, thermostat sowing is not up to temp but app say it is over temp. Normal?

Hi, this is the scenario:

The heating is running running (boiler and pump are working), the thermostat sowing 15.+ C, but the app shows it is already up to temp set at 17C.

Is it normal?

I'm running a test and can't tell what is working and what isn't.

Any recommendations?
