How do I set the temperature a Tado valve should operate at without an internet connection?

I am waiting for my bridge to be delivered. I understand that the valves can operate (as thermostatic valves) without an internet connection.

I have looked through large amounts of (inappropriate) advice on the Tado website but this isn't addressed. The installation instructions assume that there is an internet connection and that is the only route they provide for setting them up.

    You can’t do anything without the bridge. If the bridge is installed, everything is set up and then there’s no internet you should be able to manually control temperature from the devices.
