What happens when…?
If I get the thermostat, control unit and radiator valves (ie the whole thing) if the thermostat is at temperature (in the hall) but the office is not (from the radiator smart valve) will the boiler still kick in and run until the office is warm to the desired temp.

If you set things up properly, then in principle, yes.
That's basically the point of the system. The office radiatorknob will not just open, but tell the system to light the furnace, and the hall radiator won't just stop calling for heat, but also shut of the flow, that might still be heated for other rooms.1
