ic economiser27plus combi boiler dhw not activating

I have DHW set to eco, install was working ok, but now when I turn a tap on the water either goes slightly warm and then goes cold again, or just stays cold. The DHW activated box doesn't appear around the tap icon. Does this mean the DHW flow sensor is faulty? Interestingly, if I turn the central heating on, then the box appears and the DHW gets hot, which suggests perhaps it isn't the DHW flow sensor. Is there a boiler operation description? Or is there someone who has had this fault?
