Pre-purchase. I have two zones. Some rads bypass the zones. Can I control the 'bypassed' zones?
Current setup:
Grant oil boiler with on/off switch at boiler in utility.
Two rad zones controlled in hotpress (on/off/timer for each zone).
Some rads (e.g. in bathrooms) are not zoned (and non-TRV), but always open if the boiler is on.
Hot water is not zoned, but always heating if boiler is on (subject to thermostat on cylinder).
No room stats.
TRVs on most room rads.
We control the 'non-zoned' rads and water by turning on/off the boiler in the utility (a bit of a nuisance).
Question:
Will tado allow us control the non-zoned rads / non-zoned water as well as the zoned rads? How does it do this? Does tado take care of switching the boiler on/off when we want to control those?
Or does tado require the boiler to stay on all the time, in which case, those rads would always be on?

You probably know this already. The control mechanism for your heating is really antiquated and will be wasting a lot of fuel. If you are in the UK it will not meet building regulations and wouldn't have done for many years.
Because you don't currently have room thermostats you won't be able to DIY install Tado wall thermostats. You could replace the manual TRVs with Tado TRVs which will allow you to have smart control of individual radiators, but obviously it won't be switching the boiler on/off.
Next time you get the boiler serviced ask the heating engineer for advice on upgrading the controls and associated wiring - it really needs eyes on when dealing with older systems.
