Balancing thermostats

Hi, my house is 3 storey with tado thermostat on 1st floor landing next to radiator with no TRV. I've added tado thermostat on ground floor where it is colder and of course that is usually calling for heat when 1st floor is already warm enough. Should I look to move "fixed" non TRV valve to ground floor at some point or add additional tado stats around house?

    Can you please supply more information on your current setup, especially regarding the tado° devices that you have.
