Zone and TRV additional zone

I live in a town house which as a 2 zone system. Zone 1 is ground and middle floor , zone 2 is top floor.
My lounge I have added some TRV’s to create another zone (zone 1.1)
If zone 1.1 TRV’s are calling , but zone 1 is satisfied then zone 1.1 doesn’t heat.
Is there a way that I can set that zone 1.1 also calls zone 1 as this what controls it ?
