Is the thermostat included this kit essentially just a wireless temperature sensor?

I was planning on tying it to the Tado smart TRVs - I presume thats all it is?

So its just one of these?

    Now I'm thinking the one in the kit must be a thermostat (as it needs to work without TRVs) but I imagine it could be configured to tie in with a couple of TRVs so I could just use it as a temperature sensor in that sense?
